PREPARE THE POTATOES
Add the potatoes to a large bowl. Add the grated Parmesan cheese, garlic powder, garlic, oil, Italian seasoning, salt & pepper, and toss gently until evenly covered.
SLOW COOKER
Spray with cooking spray and cook on LOW for 2-4 hours or HIGH 1-2 hours. Top with shredded parmesan. Turn off and let sit with lid on for cheese to melt.
Add water or broth to the instant pot. Add the potatoes. Close lid and seal valve. Set high pressure and cook for 3 minutes. When done, quick release pressure. Top with shredded Parmesan cheese.
