Season beef shanks with dried herbs, salt, pepper, garlic powder & onion powder. Add to the slow cooker. Pour broth & garlic on top.
Cook high 4-5 hours or low 8-10.
Season beef shanks with salt, pepper, rosemary, garlic powder & onion powder.Sear beef until lightly browned, 2-3 minutes on each side. Remove the beef from the pressure cooker and set aside.
Add the garlic and broth and de-glaze the bottom of the pressure cooker. Add the beef shanks back into the pressure cooker.
Cook on high pressure 35 minutes.
